The TfL website says very clearly that you must be living at a London address to qualify for the 18+ Oyster Card. There is nothing to prevent you for obtaining a standard Oyster Card, they are available to anyone.
Can you get an Oyster card if you live outside London?

How do I get an 18+ Oyster card?

- Once you’re enrolled on your university course, you can apply online for your Oyster photocard.
- Transport for London will post your 18+ Student Oyster photocard to you once we have approved your application.
Can non UK residents get an Oyster card?

Can you get a student Oyster card if you don’t live in London?
Students who don’t live in London, but who are on a full-time mandatory work placement of at least 14 weeks in a London borough may also apply to the scheme, so bear that in mind if you have a placement year coming up in the future.
Can I get a Freedom Pass if I live outside London?
If you work or study in London but do not live in London you are not eligible for a Freedom Pass. If you move out of London you are no longer eligible for a Freedom Pass. You may be eligible for a concessionary fares pass from your new local authority, which will still allow you to travel for free on London buses.
Can I get a 16+ Oyster if I’m 18?
If you’re 18, you must apply for your 16+ Zip Oyster photocard and create your own photocard web account. When you apply, you agree that you or the Zip Oyster photocard holder will comply with our Young Person’s Behaviour Code. If you or the photocard holder doesn’t, we can withdraw the photocard.
