The police.
The police must send the actual speeding ticket, i.e. the Fixed Penalty Notice, within six months of the date of the offence. They can only send the speeding ticket if they previously sent the Notice of Intended Prosecution within 14 days.

Do speeding fines go on driving licence address?
Tickets are always sent to the registered address of the vehicle’s owner. It is therefore important that your drivers’ licence has your up to date address on it since “Failing to Provide Information” may result in more points than the speeding matter if it is sent to an outdated address.

What happens if you don’t know who was driving when speeding?
Your legal obligation is to identify the driver, the assumption being that you know who was driving the vehicle at all times. If you cannot be sure, then the Police have the option to prosecute for failing to identify the driver.
