Generally, yes. If it so heavy it is dangerous for the riders and the horses, then it is cancelled. If it is really wet, then any races on the turf are taken off and put on the dirt. You can check the Penn National website on the day of a race if there is bad weather and find out the status of the track.
Can you wear jeans to the races?
Wear whatever makes you comfortable. During the regular work week, most people at the races have on jeans and t-shirts. If you’re going on a big race day and don’t want to dress up, stick with a comfortable pair of pants and polo shirt. That goes for ladies and gentlemen.

Where once dresses were your only option, jumpsuits and elegant formal trousers are now acceptable at most racing events.
