Hackney carriages can be hired from taxi ranks and you can flag them down in the street. Private hire vehicles have to be pre-booked through a licensed operator, either over the phone or through an app, and you cannot flag them down in the street.
Can you lock someone in a taxi?
As to the question part, yes, they are allowed to lock the doors. In fact many modern vehicles will lock the doors automatically when the vehicle is placed in gear. The driver may keep the door locked while accepting payment, but that is usually mere oversight. I regularly locked the doors for passenger safety.
