In the U.S. there are 164 ships, members of the Historic Naval Ships Association, the public can visit. They range from massive aircraft carriers, to intimidating battleships of World War II, to small patrol boats and experimental submarines.
The civilian mariners (on any commissioned U.S. Navy ship) are considered civilians accompanying the armed forces and are not combatants under the Geneva Conventions.

These zones are designed to prevent attacks against our navy by placing restrictions on how closely you may come to a naval vessel. You may not approach within 100 yards of any U.S. naval vessel.
Taking photographs from vessels is permitted provided you have a legitimate reason to be on the vessel, and the vessels operator does not prohibit photographs (and I don’t know of any that do).
The short answer is YES! Most people can visit a military base with no issue. However, it’s not like visiting grandma where you can just pull up and walk in. You must bring all required documents and be willing to submit to a background check.

Do not approach within 100 yards, and slow to minimum speed within 500 yards of any U.S. naval vessel. Violators of the Naval Vessel Protection Zone could face six years in prison and a $250,000 fine, not to mention a quick and possibly severe response from the vessel itself.
In the Navy it is usually around 350 some odd miles. I do not suggest this at all. This can get you into serious problems if something happens (plane delayed, car wreck, etc). You will gain 30 days of leave in the coming year and can only take 14 days anyway, so there is plenty of leave left over.
